If you can "deem" something passed, I suppose you can "deem" something as not passed, too...
Then I "deem" that all democrats and RINO's in Congress and Senate have resigned, effective immediately...time for a special election. Oh....and I "deem" that all prospective congressmen and senators must pass a civics test that will require proof of a through knowledge of the constitution, declaration of independence and federalist papers.
This "deeming" thing isn't too bad, as long as you don't abuse it.
