The Hill's list does not include members of the Congressional Hispanic Caucus, who are threatening to vote no unless changes are made to the bill's immigration-related provisions. Most on Capitol Hill believe that language will not be changed and that most members of the CHC will still back the final measure.

As I understand it, to even try to use reconcilliation to pass this bill, the House needs to pass the Senate bill unaltered. Since it's in the passed Senate bill, it has to stay.

They can't change the abortion part of the bill, else it has to go back to the Senate where it will get fillibustered. The abortion part can't be changed in reconcilliation. The only way to change it is to somehow have a companion bill that is seperate that they pass and then vote on both bills. The health care bill would go to the Presidents desk to sign. The companion abortion bill would go to the Senate to be voted on. Then they have to trust that the Senate would pass that bill.
