Reconciliation bill will be hard for GOP to derail

WASHINGTON – Democrats are tying the fate of President Barack Obama's health care overhaul to a fast-track process that will make the bill tough for Republicans to derail in the Senate. But GOP lawmakers will still be able to force votes and make arguments that could give them ammunition for November's congressional elections.

Here are questions and answers about the reconciliation process, which has itself become controversial as the health care debate enters its end stage.

Q: Why is it called reconciliation?

A: The process was established in the 1974 law that requires Congress to pass a federal budget at the start of each year. Some years, the budget will instruct Congress to pass legislation that "reconciles" tax and spending laws with the policies laid out in that budget and triggers a process that makes it easier and quicker for lawmakers to do that.

Q: How does reconciliation make the process simpler?

A: It's a blunt instrument that makes it easier for the majority party to win. It has little impact in the House, where the majority usually has its way. But in the Senate, it prevents the minority party from using a filibuster, which lets it block legislation with just 41 of the chamber's 100 votes.

I don’t think there will be a “reconciliation bill.” I think everything stops the instant the House passes the Senate bill. Off it goes to Obama and “Bam,” it’ll be done.

There is no reconciliation bill. Once the House passes the Senate bill without modification, there is nothing to reconcile since nothing has been modified. Furthermore, since a revenue bill originated in the Senate, it’s unconstitutional. A rubberstamping of a Senate-originated bill by the House does not transform it into a House-originated bill. But these folks have long since ceased to give a flying fart about what’s constitutional.

I know it’s somewhat of a moot point but wont this second bill (the one they’re calling the reconciliation package) have to go to the Senate to be voted on. A bill has to pass both houses before it can go to Boyman.

Can anyone imagine the MSM hysteria if the GOP even attempted to resort to such parlimentarian ledgerdemain and cheating to pass a bill restructing 20% of the nation’s economy? They’d be run out of town.

The bias is disgraceful. The whole idea of reconciliation as a means to an end should have been taken off the table with Scott Brown’s election.

The MSM stinks, and if this monstrosity passes, I hope that their employers, in a cost-cutting move, dump them all in a public plan on day one. Idiots.

When Reagan and Bush wanted to sell their tax cuts, they took their case to the American people. By contrast, the Democratic majority has to hide the people’s representatives in Washington because they know the American people detest this legislation. This arrogance is absolutely without parallel in American history.

I actually don't see a ton of bias in the article, except for the line about how Republicans have used Reconciliation for big items too. Tax items, yes: Major revamps of the economy, hell no.

But on the whole it wasn't that bad an article.

Let’s pretend we can play chess like a Grandmaster and think 3 moves ahead:

1. the House wants to pass the Senate Bill assuming the Senate will pass a “fix”.

2. Maybe the Senate will; maybe they won’t. Let’s assume they Rahm the “fix” through.

3. Now the House has to agree to the “fix.” Will they? Suppose the House Republicans pre-announced they won’t vote for the “fix.” (”a Pox on both your houses”). Then the original Senate bill becomes law. There are plenty of House ultra-liberals that would be happy with that (and plenty of republican candidates next Nov.).

4. back to step 1...why would the House vote for the Senate bill?

P.S. I lied about being a chess GrandMaster; I’m (only) an Expert.
