Rahm Emanuel has been accused of a lot of things during his political career, but today one outgoing congressman may have topped all insults.

“Rahm Emanuel is son of the devil’s spawn,” disgraced Rep. Eric Massa (D-NY ) said during a radio show, -- the radio diatribe is posted on Real Clear Politics.com. “He is an individual who would sell his mother to get a vote. He would strap his children to the front end of a steam locomotive.”

"Let me tell you a story about Rahm Emanuel," Massa said on the program. "I was a congressman in my first eight weeks; I was in the congressional gym, I went down and I worked out and I went into the showers ... I'm sitting there showering, naked as a jaybird and here comes Rahm Emanuel not even with a towel wrapped around his tush, and he starts poking a finger in my chest yelling at me because I wasn't going to vote for the president's budget.

“As somebody who devoted three or four years of his life to making this happen, I was disappointed that the data were warehoused,” says Mr. Hikel. “There was basically no product that could be used in the national policy debate.”

Mr. Hikel, now legislative director for U.S. Congressman Eric Massa (D-N.Y.), says Dr. Forget’s research is immensely relevant in Canada and the United States, where he intends to use her analysis as part of the ongoing health care debate.

If Massa is correct, then the allegations made by legislative director Ronald S Hikel (pictured above) would need to have been coerced by the Democratic leadership to create a situation that would remove Massa from office.

It turns out Mr. Hikel does in fact have a past of shady deals in relation to the Obama Administration. Pamela Gellar at Atlas Shrugs uncovered Hikel as a possible front man funneling foreign money into Obama’s campaign during the 2008 elections. Mr. Hikel’s LinkedIn page confirms that the Massa staffer is the same Ron Hikel in Pamela’s piece.

Mr. Hikel is also an investor in Health Care, a longtime political health care consultant, who has connections that seem to indicate that Massa’s allegations might hold water. If Obamacare passes, what would you bet that Mr. Hikel gets a nice job working in whatever federal bureaucracy is established?

MILTON SUSSMAN NAMED DEPUTY MINISTER OF HEALTH

Premier Gary Doer today announced the appointment of Milton Sussman as deputy minister of health, effective April 1.

Sussman takes over the post from Ron Hikel, whose interim contract expires March 31.

Sussman has an extensive background in management in the not-for-profit sector. Most recently, he was vice-president of long-term care and services to seniors for the Winnipeg Regional Health Authority (WRHA). Prior to working with the WRHA, Sussman was the chief executive officer at Ten Ten Sinclair Housing Inc., an organization that promotes, supports and develops independent living for people with physical disabilities.

His volunteer work includes membership on Manitoba Health’s advisory committee on self-managed care, the Society for Manitobans with Disabilities, the National Access Awareness Committee, the Canadian Child Day Care Federation and numerous other boards.

“I believe the creative approach, problem-solving skills and dedication to community service that Milton Sussman brings to this position will serve Manitobans well,” said Doer. “His resume reflects both a personal and professional commitment to working towards improving the lives of his fellow citizens.

“I also want to thank Ron Hikel for his hard work in the department over the past 11 months. We were fortunate to have access to his expertise and assistance in helping to map out strategies to improve Manitoba’s health care system.”

Poverty... A Conversation with Hugh Segal

It’s a problem that may never go away. “The poor,” or so the Bible tells us, “will be with us always.” But the idea that poverty itself is an intractable issue does not excuse governments from trying to address it. And for decades, politicians and policy makers have tried in many different ways to reduce if not eliminate it.

Over the course of this season at the Sunday Edition, we want to talk about poverty - why does it exist in one of the richest countries on earth, how big a problem is it, and what can be done about it? But poverty is a problem that’s increasingly difficult to define. In this country, we can’t even agree on how to measure it.

Statistics Canada can tell us the unemployment rate, the gross domestic product and the consumer price index. But what Stats Canada won’t - and can’t - enumerate is a poverty rate. And that’s because the politicians haven’t agreed on exactly what poverty is. Senator Hugh Segal is expending much of his political capital on keeping poverty on the national agenda. And he’s not only one of the few national figures devoted to this issue - he’s one of the even fewer Conservatives to take up the fight. Senator Segal joined us from a studio in Kingston.

Mincome

As the Senator mentioned - back in the 1970s, an ambitious experiment in social engineering was conducted in the province of Manitoba. It was called Mincome - as in minimum guaranteed income.

The study involved some residents of the city of Winnipeg - but what made Mincome so audacious was what happened in a small farming town about 300 kilometers northwest. From 1974 through 1978, Dauphin, Manitoba was a town with no poverty. Every one of the nearly 13,000 residents of Dauphin and the surrounding area was eligible to receive a guaranteed annual income. The information gathered throughout the project was supposed to help policy makers evaluate the plan to see if the program should be expanded. But when the funding dried up, the project ended. And the data remained unexamined - in hundreds of boxes which were put into storage. Nearly thirty years went by before anyone started to analyze Micome.

Ron Hikel was the Executive Director of Mincome. He now works for US Congressman Eric Massa and was in our studio in Washington, DC. Evelyn Forget is a professor in the Community Health Sciences Department at the University of Manitoba. She’s the one who tracked down the Mincome papers, decades after the conclusion of the study. And she’s completed her first analysis of the data. She was in our Winnipeg studio.

Massa was a NO vote. Ron Hikel, former Acting Deputy Minister, Manitoba Health (socialized medicine) is reported to be the person making the allegations against Massa.

“In addition to all the standard reasons – trading and defence partners, longest border, etc., etc. – I would say the Canadian society demonstrates the success of several of the key values that distinguish him from McCain and other garden-variety politicians,” Hikel says.

“These include a less-sharply partisan political atmosphere; the more intelligent use of the state to advance social cohesion; greater racial, cultural and religious tolerance; and a generally more civil tone” to our daily life.
