The president used his weekly radio and Internet address to attempt to sway a public that has soured on health care -- and especially Democratic lawmakers who are wavering.

WASHINGTON - Facing a tough political environment, President Barack Obama on Saturday turned up the heat for the health care overhaul that has been his top priority for a year yet has not been passed by Congress.

Republicans, recognizing the public's mood, are repeating their call to start from scratch on a proposal that would potentially reshape how all Americans receive health care.

"Now, despite all the progress and improvements we've made, Republicans in Congress insist that the only acceptable course on health care is to start over. But you know what? The insurance companies aren't starting over," Obama said in prepared remarks. "I just met with some of them on Thursday, and they couldn't give me a straight answer as to why they keep arbitrarily and massively raising premiums -- by as much as 60 percent in states like Illinois. If we do not act, they will continue to do this."

Republicans were not swayed.

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.

The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.

“President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees” in fiscal 2010, Matz said. “We took them at their word, and I can’t believe that a co-pay increase like this was allowed to go forward,” he added.

I'm wondering if anyone really understands how the reconciliation process will actually proceed in the Senate.

Here is why I think this is an important issue:

ObamaCare will die in the House unless the Senate and Harry Reid can convince the Stupak Pro-Life Caucus that they would, with certainty, modify the ultimate language in the law defining ObamaCare to outlaw abortion funding. To make such a guarantee Reid will have to prove that there is a majority in the Senate to do so. There is no way to prove that without an actual vote. Also Reid has to prove that the desired language change is legal under the Senate rules for a reconciliation bill. This is not a certainty. And then Reid has to prove that the Republicans won't stall the process in the Senate so that nothing ever gets settled.

IMHO, none of this can be proven to the Stupak Group with any credibility if the Senate cannot proceed formally with the reconciliation bill before the House votes on the original Senate Bill. Can they proceed? I don't know. What I do know is that they aren't and they took the weekend off.

So if anyone out there in Freeperland understands the actual process that the Senate will follow in constructing a reconciliation bill that goes beyond the normal back-room dealing should speak up.

Rep[ublican Congressman Parker Griffith, MD will be making the GOP rebuttal to Obama’s radio address. It will point out the mood of most of the people in the country. As a physician, he should know what the consequences are for this crap they are trying to shove up our.........no, down our throat.

They actually do not need to do reconciliation at all. All they have to do is lie to enough congress critters and convince them that the bill will be fixed in the Senate (reconciled) or it will not become law. Once they do that and the House approves the Senate version they will rush it over to Obummer who will sign it and the Senate bill then becomes law. Then they will keep adding more socialist measures in new bills until they achieve their complete Marxist agenda.

Reconciliation may be a smoke screen.

The key is to kill the Senate bill in the House now.

Freepers - please call your Democrat Reps (and all those wavering) and convince them to Kill the Bill.

You are making my point. I understand what you are saying but I don't think they can make that sale to the Stupak Group.

Stupak et al must realize that if it did ever come to a reconciliation vote in the Senate that his Pro-Life amendment might fail. I think the Senate turned it down when they were voting on amendments to the Senate version of ObamaCare. So why would Stupak think that it would be any different the second time around? Nothing short of an actual vote after the Parliamentarian in the Senate had OK'd it would convince any rational person that Harry Reid would or even could come through with is promise. That's still not 100% but it seems to me that it is the minimum that the Senate must do to convince the House to vote their bill through.

And I don't think that Harry Reid can do what is necessary. Time will tell. We will know soon whether the Stupak Group is a bunch of idiots who will swallow the Reid/Pelosi Kool-Aid or stick to their principles. ObamaCare hangs in the balance.

I've received two automated calls "informing" me of the increases that insurance companies are planning. I wish there had been a live person, so I could tell them my opinion.

Obama is working overtime to get out his message.
