1) Under the new rules, commanders must first explore all other feasible options before conducting night raids on compounds and homes, accordingly night vision goggles will be issued only after appropriate legal review.

The US no long owns the night but must first purchase tickets on the open market when funds are available.

2) Afghan security forces must be included in all night raids, and must be in the operations planning process at the earliest possible time in order to notify the local Taliban and Al Quada authorities.

3) Afghan security forces should be the first force seen and the first voices heard by the occupants of any compound entered since American military voices are always outputting and invariably hostile.

4) All searches will be led and accomplished primarily by Afghan forces and conducted with regard for the dignity of occupants, including searches of females by females so that any weapons or hidden POP freedom fighters may go undetected.

5) Property seized or damaged must be recorded, and detailed receipts with a point of contact must be provided to local elders or other leaders within the compound, and instructions on how to claim compensation must be provided if damage occurs which claims and damages will be picked up by the generous US tax payers. All immediate claims for compensation in whatever amounts demanded will be paid directly from the pay of the US soldiers involved.
