Well, he was a MA state legislator for the better part of 12 years. His ideas on domestic issues are just as informed as any of his ideas on foreign policy, or Homeland Security.

These assignments weren't based on his experience, but based on where he's least likely to break with conservative orthodoxy. Again, a smart tactical move by the GOP, for a change and it's probably what driving Boston.com so crazy.
