Obama to Say Democrats Will Use Reconciliation to Pass Senate Health Care Reform Fix

White House officials tell ABC News that in his remarks tomorrow President Obama will indicate a willingness to work with Republicans on some issue to get a health care reform bill passed but will say that if it is necessary, Democrats will use the controversial reconciliation rules requiring only 51 Senate votes to pass the "fix" to the Senate bill.

Lawmakers on Capitol Hill have been awaiting the president’s remarks direction on how health care reform will proceed.

In his remarks, scheduled to be at the White House, the president will paint a picture of what he will say will happen without a health care reform bill – skyrocketing premiums, everyone at the mercy of the insurance industry as recently seen with the 39% premium increases proposed by Anthem Blue Cross in California.

He will note that the “fixed” bill will include the proposal for a new "Health Insurance Rate Authority" to set guidelines for reasonable rate increases. If proposed premium increases are not justifiable per those Health Insurance Rate Authority guidelines, the Health and Human Services Secretary or state regulators could block them.

The president will outline the plan to pass the bill, including having the House of Representatives pass the Democratic Senate health care reform legislation as well as a second bill containing various “fixes.”

He will say that if Republicans refuse to allow and up or down vote in the Senate on the fixes to the bill, Democrats will use the reconciliation rules.

He will argue these rules are perfectly appropriate because the procedure is not being used for the whole bill, just for some fixes; because reconciliation rules are traditionally used for deficit reduction and health care reform will reduce the deficit;

I love how the Pressitutes are calling this "Reconciliation." It sounds so sweet. Like......we are "reconciling!" We are all getting along now! Rodney King-like!

Remember when the Republicans could have used 51 votes in the Senate to stop the Demoncrat filibuster of judges that they had held up for over 2 years?

Back then, the MSM called it the NUCLEAR OPTION!

Repealing this monstrosity will be impossible. 30 million people who now will have free health care will be whipped into a frenzy by Acorn, SEIU, the Center for American Progess, the MSM, every DemonRat.

Remember the actual benefits won’t start until 2014. The taxation and painful funding begins immediately. Who is going enjoy paying big for something now and receive zero benefits for another 4 years? We will be pissed, big time! That aspect alone may spark the 2nd Revolutionary War.

Remember, the original House bill is dead. They're debating trying to get the original Senate bill passed, and using reconciliation to make it then more palatable to the House leftists. At the end of the day, this really isn't about the Senate anymore. If they choose to use Reconciliation, they surely have the votes in the Senate. It all comes down to finding the votes in the House to pass the original Senate bill and the Reconciliation sidecar.

This is were I get very confused. Why would the house pass the original senate bill and trust the senate to modify it at a later date? Zippy could just sign the dang thing and say "too bad" right?

Is the "bill" that zippy will offer up tomorrow actually what he wants the senate modifications to look like? and most important, what happens if the house does pass the senate bill as is... then the senate passes a modification to their original bill and the house does not pass the modifications? Has any piece of legislation ever been this convoluted?

Just yesterday and today other minions were talking about a “new” scaled-down bill, and then later today, Hoyer said he didn’t know what they were talking about.

Obviously, utter chaos reins among the Obamunists, which I must say gladdens my heart!

Clearly, the Obamuninsts are now in full-blown thrash-mode, with no hope of passing their government health care takeover monstrosity after Senator Scott Brown crushed Martha Coakley in Massachusetts (the bluest of blue states), finally awakening the previously deluded rank-and-file Congressional Dims to their impending mortal peril.

The Obamunists would have rammed the original Senate horror through long ago if they had the votes, since every day closer to November diminishes the chances of enough House Dims committing political suicide. (Notice how all of the rhetoric is emanating only from the “The Leaders”? That’s because the rank-and-file Dims are too busy quaking with fear to make a peep.)

The Obamunists are now reduced to jawboning, simply trying to delay that moment when the Obama Presidency is officially declared kaput. All the Pubs have to do is hang tough while the Obamunists self-destruct. And when the inevitable crash comes, a lot of people are going to be really angry that the Obamunists have paralyzed the country for so long with poisonous legislation that the vast majority of voters hate.

The leftists will be outraged when their hoped for change goes poof when finally told, oh by the way, hope’s all gone, too bad, so sorry, no change. The centrists and independents will be outraged because the Obamunists have been crassly fiddling “The Government Health Care Takeover Ditty” the whole time the U.S. economy has been burning to the ground.

Watching the failure of a Presidency is quite entertaining, actually, and ..... Oh darn, I’m out of popcorn again. Guess I’ll see if my wife is willing to pop us another batch!

Stop all the pessimism and shreaks of “Let them enact this” and “I’m sick of hearing about this, so let them pass it.”

This is exactly what the RATS want - wear us down and beat us into submission.

No freeper should ever fall for this crap. If this monstrosity is enacted, it may never be repealed. And the idea to cease funding next year by a hypothetical GOP Congress is a non-starter. Name one time that the GOP has ever won a government shutdown. If we have a Democratic president, the GOP Congress is at fault. If we have a GOP President and Democratic Congress, the GOP president is blamed for the shutdown.

We must fight NOW in the HOUSE. We can win this.

We can defeat this in the House if the American people rise up. First goal is to bog down the process so that members go home over Easter. The Obama plan has to be converted into legislative language and then the bill must be scored by the CBO. This will take a couple of weeks, so the clock is ticking.

The fubdamental problem here is that once a government benefit becomes ingrained, it never goes away.

I must be the only one who notices this, but Obama has completely moved the goal posts on this issue. Nearly every promiment Republican in the country has praised and defended Medicare, Medicaid, and Social Security during this fight. So, the Republican position is now “All these other government programs are good, but THIS one in particular is bad.”

So, even if Obama gets 10 percent of his bill signed into law, he has galvanized support for other huge government entitlements while getting his nose under the tent into healthcare.

Even if you stop this, where are the future battle lines going to be?

Barry would certainly like to run all three, and who would try to stop him? He needs to take his cigarettes and beer and fatty foods to the gym, do a little sloppy dribbling, and leave the lawmaking to the lawmakers.

Good question. The answer is that they couldn't. Because it's a Reconciliation Bill, the Consitution demands that it originate in the House. Therefor, the House will pass the Reconciliation Bill, then the Senate will pass the Reconciliation Bill, then the House will pass the original Senate bill.

This is perfectly fine - although something of a Parliamentary sleight of hand, so long as the President signs the original Senate bill (passed by both houses of Congress), the he signs the Reconciliation bill (again, passed by both houses).

Precisely. Although it was announced as something different, as a practical matter this is Obama's blue print with respect to what the Reconciliation Bill should look like.

As I pointed out above, they will actually pass the original Senate bill "as is", but not before both Houses pass the Reconciliation Bill.

Legislation has passed some 22 (or so) times using Reconciliation. But, NEVER for something this big and socially impacting, and never with this legislative sleight of hand. The Dems have proven themselves to be formidable foes. Hopefully, it's a lesson not soon forgotten by the GOP.

Social Security and Medicare insolvency. It's going to happen. It is mathematically impossible that it doesn't.

What happens then is anyone's guess. Old people ARE NOT going to budge. They want what they want, and they're such a powerful constituency, they're going to get it. So, the money will have to come from somewhere as China is signaling that the shaking of their money tree is soon to come to an end.

We will see MAMMOTH tax increases to cover the difference, putting the top-marginal rate for anyone making $100K somewhere around 50%. That will be the next battle.
