BEIJING (Reuters) China should build the world's strongest military and move swiftly to displace the United States as the global "champion," a Chinese PLA officer says in a new book reflecting swelling nationalist ambitions.
The call for China to abandon modesty about its global goals and "sprint to become world number one" comes from a People's Liberation Army (PLA) Senior Colonel, Liu Mingfu, who warns that his nation's ascent will alarm Washington, risking war despite Beijing's hopes for a "peaceful rise."
"China's big goal in the 21st century is to become world number one, the top power," Liu writes in his newly published Chinese-language book, "The China Dream."
"If China in the 21st century cannot become world number one, cannot become the top power, then inevitably it will become a straggler that is cast aside," writes Liu.
His 303-page book stands out for its boldness in a recent chorus of strident Chinese voices demanding a hard shove back against Washington over trade, Tibet, and arms sales to Taiwan, the self-ruled island Beijing claims as its own.
"As long as China seeks to rise to become world number one ... then even if China is even more capitalist than the U.S., the U.S. will still be determined to contain it," he writes.
Rivalry between the two powers is a "competition to be the leading country, a conflict over who rises and falls to dominate the world," says Liu.
"The China Dream" does not represent government policy, which has been far less strident about the nation's goals.
But Liu's book testifies to the homegrown pressures on China's Communist Party leadership to show the country's fast economic growth is translating into greater sway against the West, still mired in an economic slowdown.

Well, what did we expect?
Believe me, after four years of The Usurper we won’t be dominating anything.
It’s the Russians who should be worried.The Chinese need to expand,and with Russia’s low birth rate and shrinking population....
In one way, it would be satisfying to see that happen, and to watch the reaction of all the America-haters out there who would find out in short order that having the U.S. as the number one superpower wasn’t so bad after all when compared to the brutality of a dominant China and its ruthless foreign policy.
The interesting thing is that China is very fragile therefore maybe even more dangerous. China’s managing growth has been a huge issue for them, it managing its population decline will be even greater. Think of Greece without the debt, but with aging population that has little to no safety net.
One comment to that end... How many carriers did China send to Haiti to assist with medical needs and food and water supplies?
Our military does SO much more to earn global dominance than stay prepared to kick China’s @$$, or anyone else’s. But make no mistake that we do that, too.
The world will long for the days when the US was numero uno when/if China becomes top dog. Obama sure is greasing the skids for that day to arrive.
With Il Douche disarming us at a frantic pace [F 22, nukes, etc], and pushing the military as some jobs training program/ social sciences lab exercise, it might not be that hard for the Chinese.
Just think what 30,000,000 unwed and probable lifetime bachelors could be sweet-talked into with the lure of blond and brunette American women for their ravishing?
You think it’s far-fetched? Think again. They need people to die over there, why not invade the US or Russia?
The U.S. government and the military better be paying close attention to what the ChiComs are saying here...

I’ve been an advocate of a pre-emptive nuclear strike on the chicoms for years. It must be done before they have the capability of striking back in a meaningful way or we will be very, very sorry.
I concur, it is still a weird demographic conundrum.
That window of opportunity has already closed. The U.S can certainly do a first strike China, but it would lose at least 50 major cities as a result.
So how’s that “free trade” thing working out, America?
