So China's going to develop all that technology? AWESOME! That means we don't have to. Let's let them do all the R&D and then steal their technology for a change. Problem solved.
You can't have this both ways. If we're SO CLOSE to a major breakthrough where the entire world can be powered by magic unicorn dust, then we don't need to restrict carbon dioxide emissions at all, any more than we need to restrict the number of 8-track tapes being sold by Ronco.
If these technologies are a LONG WAY OFF, then we'll need all of the fossil fuels we can get to bridge the gap.
Either way, the sensible thing to do is to drill for as much oil as we can find, anywhere we can find it.
