For Brazil's geography, all they need is the Grippen NG. Small, easy to maintain, and affordable to fly.

The F/A-18E/F is way too much fighter for that neck of the woods, and the Rafale means you have to deal with France for maintenance spares, where they've stuck it to Mirage operators in the past.
