Well, sir (or ma'am), you seem to have a penchant for assuming that public school students are subject to the authority of their administrators 24/7, and that resources distributed for learning can be abused and misused (by definition of the district's own policy).
I understand the control issues you face while the students are within your walls. But if you are truly claiming authority over students when outside your walls, then you are a statist of the worst kind. Your statements here seem to reveal the latter.
