Attorney General Eric Holder didn't consult the Department of Homeland Security before he made plans to try alleged Sept. 11 mastermind Khalid Sheikh Mohammed in New York City, Homeland Security Secretary Janet Napolitano said Wednesday.
"We were not consulted before, but we have been part of a process to do cost estimates of what the security costs would be after the decision was made," Napolitano told Senate Homeland Security Chairman Joe Lieberman.

I think in this instance, it really didn't. Holder, in all his glorious arrogance and hubris, did this unilaterally. In fact, he boasted about it shortly after making the decision public. It underscores his stupidity that he didn't think that would be a problem.
Of course that doesn't excuse Napalitano who should have proactively and in writing made it clear to Holder why she thought it would be a bad idea, if indeed she did think it was a bad idea. They're both cabinet level officers, she didn't need his permission to voice her opinion.
