You cannot stop people from "marrying". Common law "marriages" are consummated all the time. My answer way back at post 167 answered your question definitively even as regards "marriages" not generally recognized in common law.

What you mean to ask is whether a given marriage should be recognized by the government which operates in our name. I stand by my response in post #167.
