Is ‘negrohead’ a slur?

Apparently, it started out as N-word Mountain, and is even written as such on early topo maps of the region--was renamed NegroHead Mountain in the 60s. Found this background story:

It was referred to as “ni—er head” by the locals in the old days. The map makers changed it to “negro head” and now the “head” reference is no more. Suits me.

No, ‘negro” was an acceptable word until just about any word for blacks became “offensive”. Even “niggardly”.
