It is a shame about that. There have been IRS abuses of citizens though. But, the IRS doesn’t make the laws, they just enforce them, sometimes a little to vigorously. People should be ticked at congress who made all of these insane tax laws.
So, in other words, they're just following orders? I see. I'm sure that will turn public opinion around in a jiffy.
Actually, the IRS enforces regulations that it creates to "enact" the laws. And those regulations often run counter to the actual laws as created...

Seems to me that the Gestapo rank and file could have argued the same. They were just following orders from Himmler and Hitler. Being good and loyal soldiers, they sought to do their duties very well. Regardless the morality and ethical purity of those orders.
Yes, congress makes the tax laws, but IMHO, those that enforce unjust laws are just as bad. And then take pleasure in ruining people. They aren’t innocent bystanders.

It most certainly does write laws. Congress may write broad soft law, but the IRS fills in the blanks that become law. Unelected bureaucrats writing law is a common trait of all dictatorships.
