Any president has vast authority to influence policy even without legislation, through executive orders, agency rule-making and administrative fiat. And Mr. Obama’s success this week in pressuring the Senate to confirm 27 nominations by threatening to use his recess appointment power demonstrated that executive authority can also be leveraged to force action by Congress.
“If the stalling tactics continue,” said Robert Gibbs, the White House press secretary, “he’s not ruling out using recess appointments for anybody that he’s nominated......"

The problem is that once someone wins, they want the power for themselves. You are correct that it would be nice to have someone willing to let go of the power, but it isn't too likely.
In the words of Dirty Harry: Go ahead, make our day. Show the people what an arrogant AH you are. In fact, do it before the bipartisan meeting, that should set the tone and if the GOP had any gumption at that point, they would say stick it in your A.. if you do that.

I agree that of the serious contenders, she is the most likely to do the right thing, but we can never be sure.
Congress holds the purse strings so in many instances they would be able just not to fund some stuff... we need a conservative congress...SOON before this guy does more damage

The Utah State Legislature passed a joint resolution urging the United States Environmental Protection Agency 'to immediately halt its carbon dioxide reduction policies and programs and withdraw its "Endangerment Finding" and related regulations until a full and independent investigation of climate data and global warming science can be substantiated.' They are sending a copy of the resolution to the EPA.(rest at link)The western states are getting it together.....Bob

He just may do some of the stuff that is warning about but it seems to me that he sounds like a big kid. “You better watch it, cause if you don’t stop I am going to do something bad that you will regret!”
Instead of showing his power this is showing his weakness. When I was in college I had a “liberal” poli sci professor. Actually he was what he considered a classic liberal. He was pro-life cause it was protecting the most vulnerable person. Anyway, he made a point that a president was not strong cause he had to use these kind of tactics, but actually weak. I could be a really bumpy ride, but we are gonna win against this guy!
