“Public Health Regulations”, Chapter 8b, 2.5 says,

“A. A certified copy of the original birth certificate on file with the Department of Health as described in paragraph 2.4B(1) may be issued to.....

3) In all other cases where a person may wish to apply for an official birth certificate copy on behalf of any of the individuals named on the original birth record, provided that the copy is mailed directly to the person in whose behalf the application is made.”

Later on it says that the fee for a certificate is $2.

I imagine a person would use a form that could be gotten online.

The DOH has been refusing to follow its Administrative Rules. Any one of us is supposed to be able to get a non-certified copy of an abbreviated certificate (COLB) for anybody we want. But they keep denying that they have to follow their rules.

The Ombudsman’s Office says they can choose not to release the certs because it says they MAY release it. But UIPA requires that if a document has been authorized for release it MUST be released. And anything that was authorized for release before UIPA came into effect in 1988 is grandfathered in and must be released also.

So probably a person would do best to send a UIPA request, by snail-mail and with payment included, requesting this cert be sent to Obama. I think I would also include money so that the cert could be sent by certified mail and then ask for the mail receipt to be released in a UIPA request, to be sure that it was actually sent.

Might be good for somebody to call them and make sure they won’t just steal the money and run. That’s about par for their course.
