I saw a new Microsoft offering that covers these cases. They even mentioned the Wired/Limbaugh effect when promoting it. Basically, it is all virtual servers. When Rush mentions you, the capacity can be raised for a time in mere moments.

Domino’s Pizza is on it. They were paying for 90% of their capacity for one day of the year (Superbowl Sunday). This way they can ramp it up for a few days and save a bundle.
