Someone needs to research the Congressman mentioned in the article...have no idea how he has voted on assorted issues but would make a guess.

The government had promised to replace a highway that was flooded to build a dam, but environmental concerns and high costs halted construction decades ago. So the government is now paying off on broken pormises. With Obama in charge the country is sure to go broke soon.

I believe this payment is justified. As part of an agreement in building Lake Fontana and condemnation of land, the US government promised and agreed to build a road so that the displaced residents could visit the graves of their relatives. The road was never built despite the promise. If the road was built today, it would cost several hundred million dollars as it would go through the Great Smoky Mountains National Park. This payment is a cash settlement in lieu of building the road and is far, far less than actually building the road. In my opinion, this is simply keeping the government's promise in some form.

That’s what people were told, but it was the Oak Ridge, TN atomic project that sparked the Fontana Dam construction.
