Well, if the feds think something is dangerous they can ORDER a recall. Toyota could certainly proceed with this recall without getting permission, but then the feds might issue their own as well. The “permission” basically amounts to the feds saying “We have enough faith that this will fix the problem that we won’t issue a recall of our own for now”
