Is this really a surprise? I mean gee, the war between NK and SK was never formally declared ended. And as long as things in NK continue to get worse and worse by the month, Kim has to extort whatever he can out of any given calculated situation.....this one is no different.

No, surpise. This has been expected for some time. NLL is their long-term issue, aside from extortion angle. On top of that, they have to find a way to get even with the last defeat they suffered in naval confrontation, where their patrol boat violated NLL, fired at S. Korean vessels and took heavy return fire, limping back to their base badly damaged.
They will keep at it until they can declare a victory at some point. Either hefty aid package, or scoring something which can be spinned as a military victory.
As for effect on domestic S. Korean politics, this will only strengthen government's hand, and weaken the stance of opposition parties. This thing can rub off beyond national security policy, benefiting ruling party.
