My original theory is probably wrong.
I've been hearing a new theory that I like better. O'Keefe etc were trying to prove that Landrieu's office does not answer phone calls from constituents.
either they were found with bugs ready to plant or not.......doesn’t matter why they would be doing it, they had to know it was illegal.
