India and China account for 40% of the world population.
Without India and China cooperating any “global” climate agreements are useless.

So, it really was the second shot heard ‘round the world!

Much as I'd love to agree with this, I don't think there ever was a chance in hell that India and China were going to sign this rather than just delay, delay, delay. India already told Hillary they'd do nothing which would impede their economy, and I suspect China told the Obumbler the same thing at the Copenhopen Summit when he barged into their meeting. My suspicion is this was a convenient excuse for them to back off completely.
