Yes. Any activity that moves carbon from a solid "bound up" location (e.g., in plants and minerals) to a gaseous form (ESPECIALLY CO2) is the "carbon" they are talking about.
A lump of coal is okay, but burning it is not okay.

Not only is “solid carbon good - CO2 bad”, but carbon soot might be good, since it blocks the suns rays (nuclear winter, anyone?). We are living in a Bizarro world.
