Well, are those mutually exclusive alternatives? Can’t he be dumb AND malevolent, both at the same time?

May I suggest that if it were due to ignorance or stupidity, once in a while we'd see something by pure random chance that we'd agree with, something that would be good for taxpayers, or good for the future of the country, etc.

No, no. Everything he does is malevolent, but sometimes he fails to do as much damage as he intends, because he is fundamentally dumb.

He’s an affirmative action baby. He went through school without doing any of the work. He can’t even talk or write without making gramatical mistakes and without constantly putting his foot in his mouth.

He’s like Hitler with a low IQ.
