The problem is that most people, in most cities, just don't understand how fragile the law and order is. When disasters strike all that goes down even before the last brick reaches the ground. Some people just go insane; other people will do anything for their family; some other people will kill to get rich, or just for fun. After a major disaster they can get away with a lot of killing.
So if you ask a typical city dweller, he will tell you that a cell phone is all he needs. He just has no experience and makes his choice based on fantasy, not on realities of life.
Agreed - but think it is even worse. There will be a group of people who understand their dependency but don't acknowledge it, and a group who expect their dependency. The former will afford patience and apply reason to a dire situation even if they have failed to prepare, the latter will not.
And then there are those who are opportunists - apparently never got a chance to run for congress - but will bleed whatever they can from a crisis just because the opportunity arose...

Good point. Last night CBS showed one rural outlying village in Haiti. The people were helping each other, getting on with life, being self sufficient. But those wont be the ones theyll bring here. Well get the city dwellers, the HIV infested, missing limbs, uneducated, with a chip on their shoulder and will go on SSI and all the other freebies.
