Harry Reid is just not that much of a Mormon.

According to the Mormon Church hierarchy he is. Reid is a faithful, temple attending, tithe paying member. He is called into a meeting once a year, do determine if he is a “worthy” member in order to renew his LDS Temple recommend. His ward and stake (parish and diocese) leaders find him to be a member in “good standing”.
The LDS does not have ‘de facto’ excommunication like the Catholic church. Other people determine if an LDS member is “active”, “worthy”, or in need of excommunication.
“Jack Mormons” are not active Temple attending members. Reid is.
