My initial reaction before reading the article - Yes! Yes he is.
Nah - he’s not shiftless or lazy, he’s a LEO and King of the Jungle! Leo’s get these brilliant ideas and are not exactly initially sure what the end product should look like, but they will know it when they see it. Congress’ job, as his minions, is to take the framework of this brilliant idea and do the tweaking. So it takes 10,000 pages, 500 rewrites and 750 meetings - not his problem or concern. He is only interested in the end product which he, by the way, would prefer having yesterday but right now is acceptable!
