SACRAMENTO For the sixth time in seven years, Gov. Arnold Schwarzenegger today will unveil a budget plan that promises pain for Californians.
Lawmakers and the governor are facing a $20 billion deficit, and officials familiar with the governor's strategy warn that health and social services programs for the state's neediest residents once again may take the brunt of the slashing.
After a year that saw legislators close deficits amounting to $60 billion through accounting tricks and modest tax hikes, but mostly through deep spending cuts many expect a plan that feels numbingly familiar.
"There are going to be cuts," said Sen. Abel Maldonado, R-Santa Maria, whom Schwarzenegger has nominated to serve as lieutenant governor. "They're going to come from health and human services."
Only funding for schools has officially been declared safe from further cuts in the governor's plan. Maldonado, speaking after the governor's Wednesday State of the State speech, also volunteered that the state's parks would be kept open, too.
On the chopping block instead are home health care services for disabled residents and senior citizens, and possibly vast chunks of the state's welfare program, CalWORKs. Both programs were cut severely last year and in some doomsday scenarios were slated for elimination. Though Schwarzenegger backed away from that extreme step, the governor has hinted he may revive the idea without Advertisement billions of dollars in new federal aid.
After K-12 education, health and social programs make up the second-biggest pot of money in the state's general fund.
"We remain deeply concerned," said Jean Ross, executive director of the California Budget Project. "There is rising demand" for those services "because families are losing their jobs and they're struggling to make ends meet."
The state's nearly 200,000 employees also are bracing for a hit, ..

Somehow these programs have faced “cuts” for the previous six years, but spending has gone up every single year.
This looks like more of the same old shell game. The cuts are a fiction, and are only intended to extort money out of the taxpayers, or in this case the federal government. But at the end of the day, these supposed cuts will be magically restored. They always are.
Remember back in 1995, when the Federal Government padlocked the Statue of Liberty and the Washington Monument, because they were running out of money? Everybody got paid, and nobody got a cut, but they held the national monuments hostage until taxes were increased.
Mayor Bloomberg of New York does the same thing each May, by threatening to close all of the city pools. You could schedule his press release a year in advance, and his press office probably does.
And your budget will balance...

It is about time that the welfare program take its hit. There used to be a program in San Diego where Social Services workers set up at the border and randomly ran border crossers in their system. If the the border crosser was in the system they simply deleted them. I’m sure that program was cancelled because it worked too well.
I wonder where the welfare parisites will run to in order to avoid work? Around here the welfare district is a real sight to behold. A bunch of bums hanging out on the street during working hours while in the working districts the streets are clear. The only job the bums have is to go vote for a Donk every two years. Any working stiff that votes for a Donk should have their head examined.
We’re already at the point where half the adult population votes for a living while the other half works for one.
You got it. But they are out of money. The welfare state is broke. We have no more money to support the parasites. There is going to be hell to pay for the great society. I just wonder how long the tricks can prop it up. Hyperinflation is the ONLY way out. 100 Trillion is a lot of dough.

It's likely based on yet another (more prosaic) warning-against-full-adult-voting-rights, centuries ago, by a political philosopher -- I forget who, and there probably were several variants by several people -- that once a less-productive majority realizes that it can vote itself largesse from the public fisc, at the near-exclusive expense of a more-productive minority, the jig is up for that nation.
Those who issued such warnings typically were advising that voting should be conditioned upon having some "skin in the game" -- some minimal amount of property, etc.
Every one worker is supporting one free rider. I would like to get a letter and photo once in a while from my assigned free rider telling me how they are enjoying the fruits of my labor. A personal thank you note once in a while would go a long way.
