What is a high end health plan? Annual premiums greater than $8000 for individuals and $21,000 for families.Are you sure that employer contributions don't count? I thought the idea was to tax employer contributions as income.

Both employer and employee are not taxable now. $8000 per individual seems a bit high in either case. Doesnt seem like this will raise much revenue.
