I think that the developers of Providence Place in Mt. Juliet (I live in Lebanon), saw the problems with an indoor mall being a place where thugs and gang bangers and teenage tramps came to hang out and decided that the best way to deal with that was just to not have an indoor mall.

Mt. Juliet police also tend to patrol through Providence, too.

Well, that’s not necessarily a guarantee, either. Remember that Fountain Square was an outdoor mall, too, and it still attracted the bad element. Of course, Providence isn’t right near by high-crime neighborhoods, unlike FS.
