The point that something can be added to a patsy’s luggage at the airport means that we could face false leads on future attacks.
After 9/11 when we could no longer lock out luggage, there were reports of items being stolen somewhere in transit.

And if you just don't take any luggage, figuring to buy what you need at your destination, then you're a person of interest for not having any. I guess a mostly-empty suitcase is the answer.
