“One cannot leave the country with a child without a notarized letter from the other parent.”

When did this happen? In 2000-2001 I flew in and out of the country with kids several times.

All I know is that I was told that I needed a notarized letter...

Now that I think of it, I needed the notarized letter to apply for the child’s passport.
