Govt employees ordered to attend, security people and their families, the poor/homeless given free travel passes and free food when they got there...
...And *still*, the largest crowd estimate was a paltrey 20,000. Most estimates put the crowd at closer to only 10,000 in a city of 7 million...not even taking into consideration the Basij who were bussed in from out of town.
