I thought (naively to be sure) that the entire idea of "Homeland Security" was so that the FBI, CIA, NSA, State and local LEOs etc could provide and obtain intel to get a head start on plots, to warn one another of risks and suspects. Homeland security came out of the failure of FBI and CIA to talk to one another over turf wars and because of that Clintonian wall that was built. Now we come to find that the FBI, CIA, NSA are not sharing their intel with Homeland Sec either because of Turf wars and this "wall" of legality.

Jamie Gorelick built that wall, Bush did his best to tear it down and the Obumbler put people in place whose first act was to rebuild the walls. Unless the various alphabet agencies can be used to spy on and oppress the people, Obama wants them to have as little power as possible.
