There is a third strategy. It is the strategy of manufactured crisis. Intentional destruction of Capitalism by bankrupting the USA. Of course there are no winners there but putting the pieces together would make socialism a much easier sell.

Obama’s chief of staff Rahm Emanuel actually came out and said basically that in terms of how to leverage a crisis. Was in a talk to the WSJ in Nov 2008. He didn’t include the part about manufacturing the crisis, but it’s clear that is what they are doing.
This is just like when Iran says it will wipe Israel off the planet while trying to build nukes. They don’t include an outright admission that they are building nukes, but it’s clear that is what they are doing.
When your enemies actually state their intentions, and their actions match, it is a good idea to pay attention!
