IIRC, the dominant media(and their amigo, Michael Moore) pinned the rose on the Bush Administration for this incident. Later still (IIRC), none other than Ol' Richard Clark claimed credit for getting Binnie's relatives out of the country, when no other civilian aircraft were allowed to fly.
