Maybe. The Balanced Budget Amendment had a 3/5 of Congress can can waive it clause. And a "national security" exception. Ie if there's a declared war or a "military conflict which causes an imminent and serious military threat to national security and is so declared by a joint resolution," just a majority of Congress can vote to waive the amendment.

Doubtlessly Afghanistan would be used as an excuse.
