Interesting. I left Sasebo in 2001 and they weren't rotating additional MCMs in from CONUS at that time (USS Guardian and USS Patriot came over in the mid-'90s). I wonder when they started doing it regularly enough to find it more economical to leave them there. Makes you wonder about this statement:
