Bill Clinton tried this with Kyoto, which the Republican controlled congress never ratified, thus opening the door for President Bush to trashcan it...oh, right, the Dems control both houses now, and they’ll send it sailing through. Thanks, protest voters.

You need a 2/3 vote to ratify a treaty of the Senate. Any US elected government that attempts to suspend the Consitution is an enemy of it. Our military has sworn an oath to protect it and keep it in place always. This will lead to conflict if Obozo is determined to go down this path.

Kyoto was rejected by the Senate in a vote of about 98 - 0.
