WASHINGTON, D.C. -- Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.
The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.

My other thought is that most of these employees aren’t going to be taking adequate range time.

If you want something with more knock down power than a 9mm and carry in a purse rather than a holster, the .40 is a great size. I don’t want to carry a cannon (.45) but want something a little stouter than a 9mm.
Read one report where the guy had a thick leather jacket on. The hollow of the hollow point was filled with leather and did not expand. The jacket also absorbed some of the energy which limited its stopping power. Allowed the guy to return fire.

Why do I say that? Because they take their oath to the Constitution VERY seriously. I know, I’ve talked to enough of them about it.
On top of that, the South supplies most of the military ground pounders. Despite what you see in the MSM, they aren’t ignorant bumpkins, either.
I also look at Hondorous and now Iran. If their militaries will stand against their fascist wannabe or actual dictators when it comes to their own people, certainly ours will.

Oh, and I know these rounds weren’t bought for our military or even DHS (13,000 per employee?!), but rather for Obama’s dreamed of brownshirts aka civilian defense force. That said, NOBODY can take our military.
In fact, if it come to violence and the US military backs Obama, I will NOT fight them. It would be utterly futile. But I’m not worried that will happen.
I bet Obama is worried about the converse (witness his reaction to Hondorous and his inaction w/r/t Iran).
That is a light weight for caliber bullet.
It should be devastating, on a person not behind cover or wearing very heavy clothing.
I remember those old Supervel 90 grain HP,s for the 9mm. I had the unpleasant job of putting down some feral dogs and was amazed how quickly those Super vels killed. I mean they would simply lie down dead as soon as they were hit.
I still have half a box of them made in Shelbyville.
