President Obama, accepting the Nobel Peace Prize here in Oslo, Norway, on Thursday, acknowledged the age-old tensions between war and peace but argued that his recent decision to escalate the conflict in Afghanistan was justified to protect the world from terrorism and extremism.

“We must begin by acknowledging the hard truth,” said President Obama. “We will not eradicate violent conflict in our lifetimes. There will be times when nations - acting individually or in concert - will find the use of force not only necessary but morally justified.”

In a ceremony at Oslo City Hall, President Obama was formally welcomed into the ranks of Nobel laureates who have won the prize, which was established 108 years ago. He said he accepted the award with “deep gratitude and great humility,” conceding it could be seen as premature.

“I would be remiss if I did not acknowledge the considerable controversy that your generous decision has generated. In part, this is because I am at the beginning, and not the end, of my labors on the world stage,” said Obama. “Compared to some of the giants of history who have received this prize - Schweitzer and King, Marshall and Mandela - my accomplishments are slight.”

He added, “But perhaps the most profound issue surrounding my receipt of this prize is the fact that I am the commander in chief of a nation in the midst of two wars. One of these wars is winding down.”

In the above statement, his justification for morally justified very likely refers to Article 51 of the U.N. charter, which says in part, “Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security.”

That position is at variance with our Constitution. Alexander Hamilton anticipated the full specter of war noting in Federalist Paper 23, “These powers ought to exist without limitation, because it is impossible to foresee or define the extent and variety of national exigencies, or the correspondent extent and variety of the means which may be necessary to satisfy them. The circumstances that endanger the safety of nations are infinite, and for this reason no constitutional shackles can be wisely imposed on the power to which the care of it is committed. This power ought to be co-extensive with all the possible combinations of circumstances; and ought to be under the direction of the same councils which are appointed to preside over the common defense”.

Note powers must exist without limitation in relation to capabilities and intentions. They do not emerge after reflection over damage suffered.

This position is also at variance with how Israel has conducted its national life. The Egyptian army had already moved to jump off positions in1967 when Israel initiated hostilities by decimating their air force. They eliminated the Iranian and Syrian nuclear reactors before they could go on line.

I am not ready to believe Obama intends to act before this country gets whacked big time.
