Taxes rates are established by laws passed by congress and signed by the Pres. Hell, he may be able to have that done, but it’s much more insidious what can be done by his regulators. One of my worst fears is whether after a financial collapse, the ChiComs offer to bail us out... in return for our public lands and nuke arsenal. BTW, I think this is exactly what we should have done to the USSR when they fell and needed financial assistance. But we’re too gracious to make such an offer.

No, only congress has the authority to tax, according to the Constitution. However, the Constitution doesn’t mean a whole hell of a lot anymore.
