AT&T kyboshed an app that let you leverage a google app to make internet phone calls... So you could effectively run this app and call using networking rates and bypass AT&T phone system to make your calls, just use your 3G network. AT&T controls the iPhone store at this point, and if they perceive any app as a threat to them its not going to get on there.
As I said, only a few (at most) rejected due to the contract with AT&T.
In general I don’t like it, but AT&T seriously stuck its neck out on the iPhone, so the company deserves to be compensated for taking the risk where no other company would.

You can get the Skype app for the iPhone and iPod Touch and make phone calls and bypass AT&T... :-)
No, they control the CONTRACT that Apple has with AT&T for exclusivity which specifies what data content and type may be carried on their network. They don't control the store... they control the telecommunication usage that the iPhone can be put to over AT&T's 3G network. Apple is REQUIRED by that agreement to prevent usage of AT&T's network to compete with AT&T's major business.
