What?
You must mean WWII. Truman inherited the plan that was already in the works before he became President. He had little to do with those plans prior to Roosevelt’s death.
Are you talking about Korea? Korea was a failure and Truman was partly to blame. Korea remains divided to this day. Truman fired a famous general, if you recall because that famous general actually wanted to chase the Chinese back to China and take care of the North Korean government once and for all. Truman sought permission from the UN. Korea was the first war we fought with one hand tied behind our backs, Korea led the US down the path of limited warfare which led to the mess the US government made out of Vietnam.
Korea was Truman’s, and he blinked.

I wonder if they can get any kind of reprimand for it?The military can do (and does) whatever they want. However, the liklihood is that no formal action will be taken against them for sleeping during the speech. It's an off-duty activity, so the time is, essentially, their own.
At most, some NCO might yell at them for sleeping during the speech, but their command knows these folks are under a lot of stress and put in long hard days. I would honestly be surprised if any disciplinary action were taken.
