I suspect some of this will turn out to be the result of the efforts to deprive judges of discretion in bail setting, as opposed to a misuse of discretion. In many states, bail schedules and “civil rights” groups make it difficult to crank up bail high enough to hold this kind of dude.
You forget that many judges are just plain liberal. Judges are often pure arrogant louses.
