It seems I might have been in error that CRU was officially tasked with the record keeping. If someone else discovers that they were, please ping me. Right now, from what I’ve found, it seems that most countries maintained their own database.

You may on to something in that you may find they simply pulled the data from countries with easily accessible data, probably in electronic format, most likely ASCII tables.

I doubt the secretaries this group have are capable of pulling data from field notes and converting it to electrons. There is always subcontractor to do the work I guess.
