I didn’t know until I read York’s article that this was not a cloture vote. Someone needs to change the headline. This is only to start debate — where did that come from? First time I have ever heard that.

Everyone is running around the threads screaming—it’s over! when it is just beginning. It’s almost a blessing that the new mammogram and pap test guidelines were released this week. Everyone knows a woman who has been affected by cancer and whose life was saved with these screening tests. Barry's Deathcare is beginning to hit home now and people are waking up. Just my opinion, of course.

It IS a cloture vote. It's necessary to overcome objection to agreement to proceed.
Cloture is a generic facility, used to surmount objection at any stage of the process; motion to proceed, to vote on an amendment, or to vote on final passage. One bill can have many cloture votes as it progresses.
