Your "thug government" is protecting these monsters. How many of their death sentences are EVER carried out while they remain in isolation sheltered from the other prisoners who want them dead?
Whoever takes the life of this bastard is a hero in my book. Doesn't matter if it's a prisoner or a designated "executioner".

Our government, meaning us, needs to have the courage to execute these monsters. Having some thugs do our handiwork is Thug-government. The process is important as well as the outcome. It is not the prison thugs who should be killing, it is us, our government. To have courage to protect us is to make hard choices, not the pu**y choices of protecting everyone and using backdoor means of vigilante justice. It matters enormously whether we use an executioner or a thug. It is the difference between civilization and our increasingly primitive and barbaric society.
